Since you are referring to Enterprise Guide, which is Windows-only, your target platform seems to be Windows.
You will want a 64-bit Windows 7 or 8 with enough RAM to run a Java-based application, which any recent desktop computer should have.
More RAM is nice to have if the datasets that you operate on are large.
You should also consider to get SSDs instead of rotating spindles. At least for the WORK and utility locations.
Windows 10 is certified by SAS with the current maintenance release of SAS 9.4 only.
This is probably obvious, but the "requirements" are also site dependent. My current site may need all the functionality below, but the data is small.
At another place, we had servers and desktop installs, with multiple servers for dev, prod, staging, and a special analytics server for EM.
You really should talk to the SAS Sales to help you determine what you need.
