On UNIX systems, ports below 1024 are so-called privileged ports that can only be used by the superuser.

The pivotal/apache web server supplied with the SAS system uses ports above 9000 out-of-the-box, so I guess you're not using the supplied configuration (or you overrode the default values during the configuration phase).
