In December, we upgraded to Viya.  At that time we only had one group creating reports (Rpt Dev).  I assume that during the install process, something was done to enable report creation for Rpt Dev, because I don't remember doing anything special after the install to enable report creation.  Rpt Dev is a member of the Data Builders group.  I am trying to give another group (New Dev) permission to create/edit reports.  I added New Dev to the Data Builders group.  But when a member opens VA, they don't get the New Report or Start with Data options.  Also, while a report is open, they don't have the Edit Report option.

I have given New Dev permission to the CAS library containing data they need.

What do I need to do to allow a group to have permission to create VA report?
