It's dependant on your specific contract with SAS. Talk to your SAS representative or the person in charge of your contracts. If not viable contact your SAS sales representative (or SAS Sales Channel partner if applicable). 

Generally speaking, SAS9 implementations are usually based on cores, and Viya4 per user.

Solutions can seperate have other models, like % of turnover.

you received good answers here.

The quickest way to know is to go look at your contract, the contract as a chapter called "supplements", and one or more of them will include exactly the information you are looking for, without needing to reach out to SAS.

 

Proc setinit and Proc product_status, and your sid file will include some information, but, for example, will not include your legal restrictions, such as if a product or full license are limited by named users or on company revenue. Or how many environments. Etc.

 

When you cannot find this information (your contract holder or finance department should have it), then yes, the best is to reach out to your SAS Account Manager.
