I recently installed SAS 9.4 on my windows 10 pc (installed with admin privileges). After installation when I double-click to invoke SAS, I get the following 3 errors in my LOG window. I initially installed 9.4 TS1M4. Then I uninstalled and reinstalled 9.4 TS1M7 and get the same errors in the LOG.
I tried the fix in the following USAGE note: https://support.sas.com/kb/65/191.html
And the errors do NOT appear when I invoke as an Administrator. However, when I close SAS and then restart it normally (without administrator), the errors appear again.

ERROR: Unable to initialize the ODS classpath during SAS startup.
ERROR: Exception text: For one or more plug-in requests, no matching Plug-ins were found in repository
