I'm running into this same issue. In <sasconfig>\Lev1\Web\SASEnvironmentManager\server-5.8.0-EE\logs\server.log I'm seeing a 'Failed to get current logon user for account: [sasadm@saspw] error line and another line stating that 'User [sasdm@saspw] does not exist in EVM local database'. At one point I even restored the server, logged into Environment Manager and synchronized users and then preformed the upgrade but to no avail. SAS support doesn't consider the upgrade applicable for follow-the-sun support. Hoping to see if you've been able to get past this and if you did, how did you do so. Thanks!
