I've the same problem: "This offer is not available for Microsoft Azure Cloud Solution Provider subscriptions." My subscription have one model called "MCA" and have other contract models like "EA" and others: https://partner.microsoft.com/pt-br/licensing/licensing-agreements I think you offer on Azure Marketplace is available only for Pay-as-you-go for Credit Card. This is a rare model contract used for customers. You need to make available for all contract models.
