Which version of Viya are you running? Setting an option in the SAS compute server for Viya can be done through the compute context in SAS Environment Manager. The RLANG option lets you call R from Viya, you mentioned you have R installed, is this on the same host where Viya is installed? More information on using R and SAS can be found here.
