I'm using SAS EG 7.1 64-bit with windows 10.   Has anyone experience the reaction when double clicking a program it will move to bottom of program list. If there are multiple process flows and program lists, it will still move to the most bottom of the list.   It often happens (but not always) and I tried to duplicate the situation to figure out what causes it but could not.
