I kindly suggest you to open a ticket: https://support.sas.com/en/technical-support/contact-sas/email-sas-technical-support.html   In the SAS 9 / VA7.x world this error was typically related to VA audit being enabled constantly adding audit records to table(s) but without any archiving rules and scheduled jobs to archive records.
