The APM package is designed to work with a SAS BI environment. I'm not sure what it would do if SAS BI is not licensed and used. There may be errors from the underlying code as the expected BI log files are missing. I'm not sure as I haven't used it in a non-BI environment. There are more details about the package with FAQs at SAS 9.4 Audit, Performance and Measurement package where you can also see the 3 types of reporting provided. You may be able to disable the BI scheduled scripts and only run the SAS Workspace related scripts.
