there is something going wrong here indeed.
Some suggestions I would give you:
Get all the relevant logs http://support.sas.com/kb/48/928.html You can share them with us.

Increase the log level of the SAS Deployment wizard of the SAS deployment manager with setup.exe –loglevel 2 or sasdm.exe –loglevel 2, then get the logs
Ensure your SAS Deployment Wizard will check the System Requirements setup.exe ‐srwonly
Close any running SAS software, client, SAS Base and stop any SAS related service. Check it on the Task Manager.
Disable any antivirus or running backup on the machine and its host (for VM hosts).
At last, if nothing of this works, it might be that you have a corrupted windows registry or SAS Deployment Manager registry. I would contact directly SAS Technical Support in this case.
