We did not say that it will does not work. In some situation it might work although it is not supported. Maybe it will work if you delete registry for SAS ... but you can have other issues in future.
We said that it is not supported, which means that such configuration has never been tested for a number of reasonable reasons.
If you would like to use SAS on Windows 10, version SAS 9.4 TS1M3 and higher is supported as it is mentioned in this link - https://support.sas.com/supportos/list.
If you would like to upgrade version of SAS, you should contact local contracts department.
