I would advise following all the SAS 9.4 applicable steps only from this KB article you found- https://sas.service-now.com/csm?id=kb_article_view&sysparm_article=KB0036219 in the exact order they appear. Make sure you do not follow the 8.2, 9.1.3, 9.2, and 9.3 specific steps that are not applicable to 9.4. In regards to Control Panel, for 9.4, the KB article says to use it just to check the status of and stop SAS services as needed. It does not say to use it to uninstall any SAS program for 9.4 as far as I can tell. Also, do not forget to take a full system backup of your machine before following the KB article. In regards to SAS Deployment Manager (sdm.exe) not launching, you can check the logs generated by the launch attempt under C:\Users\<installer ID>\AppData\Local\SAS\SASDeploymentWizard folder, especially the sasdm_* and SDM_* logs.
