You could setup your own OSM server instead of using the SAS one. That would let you modify the map anyway you want. The problem is that if you updated you Planet file (the map) then it would revert to the way you see it now. You would need your own dedicated machine. See https://www.openstreetmap.org. With the next version of VA, it will let you use Esri ArcGIS Online maps (for free) in addition to the OSM map. The Esri map appears to show the J&K area (and up) as in no country. It is shown with dotted lines like Google Maps. Proc GMAP will let you use your own shapefile. And you can sorta drill down. You have to create multiple HTML maps. So you connect the html files by html links. So, when you mouse-click on 'state' it will take you to a html file for that 'district'. Or you can make it generic so that any state click on will take you to the html file of any 'district'. And so on.

Do you mean the polgons on the map or the OpenStreetMap background image? The OSM background image comes from OpenStreetMap. The polygons are licensed from GfK Geomarketing. If it is a change, it takes GfK a while to make the change. SAS doesn't decide what Country/State/etc is in a map. They come from GfK. VA does not have official custom maps (polygons) yet. This would allow you to insert your own polygon map.

It used to be that the installer had a choice of installing MAPS or not. And I think it was at 9.1 and before. So it is possible that the person installing decided not to.

You have Lat and Long backwards. X=long y=lat. I am still checking on why SASHELP.ZIPCODE doesn't exist.

The error seems to indicate that Proc GMAP is there but the MAPS library is not. I would suspect that you do not have the MAPS Library loaded on your system or you have defined MAPS to a location that does not exist. There is not a "new" data set in the official MAPS library.

Is your Esri License expired? Sometimes an Esri map will continue to appear if it was already used before the license expired and not work on something that was created new after it expired.

We do not have the new NUTS files from GfK (our map vendor). It it will take more that a year for them to send it to us because it takes them a while to make all the changes and then prepare them. And of course, then we have to create the SAS Maps.

I don't think you can read a shapefile with VA. You have to use Proc Mapimport (in SAS/Graph) to convert a shapefile into a Map data set. Then creating a custom map isn't officially supported. You will need to ask someone else how to do that.

If you are running at least 9.4M1, then Proc GEOCODE will return the ZIP Code used in the results in M_ZIP. So, while ZIP is 48999, M_ZIP will be 48009. You can look at the variable _NOTES_. If it contains NOZCM (No Zip Code Match) then the ZIP Code given by "you" does not match the ZIP Code of the address (city and state).

To add to Ballardw, you might also want to use the maps in the MAPSGFK libref instead of MAPS (it is much newer and up to date). These maps are all in degrees and the variables LAT and LONG are unprojected. It is possible that your shapefile is unprojected too. Both your data set and shapefile data set should be projected together. Combine them (using a flag variable on one of them), GRPROJECT them together, and then separate them back with the flag variable.

First, Proc MAPIMPORT just takes the same coordinates that was in the shapefile. It just converts the shapefile into a SAS Date set. (Note, you may need to use the ID statement. See the doc and examples). Second, If you are using MAPS for your map it is likely in Radians. If you are using the newer MAPSGFK maps, then it is in Degrees. The shapefile is probably in Degrees. Third, you need to know what projection your shapefile is in. It may be unprojected. In that case, you would need to take your MAPS or your MAPSGFK data as unprojected too (MAPS must be converted to degrees). Use Proc GPROJECT to project your data. You need to combine both the maps and the coordinates together.

I did a little more research on M_CITY. It was only returned if we did a city match (not a street-level match or zip match, etc). It was suggested that having that information for a street match would be useful so we added the M_CITY information. That appears to be added in 9.4m1. So, 9.3 definitely does not have M_CITY.

There was a defect in Proc GECOCODE that M_CITY didn't display in the output data set. I know it works in 9.4M2. I do not know how far back the problem went.

Will the PROJ4 projections in Proc GPROJECT work? Look at the documentation for "TO" in GPROJECT. http://support.sas.com/documentation/cdl/en/graphref/67881/HTML/default/viewer.htm#n186avb0e0mhu3n1po9c4yr4xpys.htm You may need to GOOGLE this projection and PROJ4 also.

There is no MAPEXPORT or way to write a shapefile from SAS.
