You mentioned that the libname pr statement is only being added to the proc olap code? This only makes the format catalog available during OLAP cube creation. You still need this format available to users (and the OLAP Server) when creating measures, accessing/viewing/quering the cube. My guess is that this is actually related to Windows rather than SAS. For your machine, the file type extensions have allowed this type of file to be opened by Excel. Determine the file type that is being opened by default from this export. Then compare the machines. The results are actually stored in the WebDav location and can be accessed using other tools. Information Delivery Portal isnt required, it's just the SAS developed mechanism to easily connect & organize the content. In a typical installation for 9.1.3, the WebDav location is Xythos.
