I don't think PROC UNIVARIATE outputs a cumulative frequency. There is a CDFPLOT statement that shows the empirical cumulative distribution function and enables you to overlay various theoretical CDFs of models. Perhaps that is what you meant.
Alternatively, in PROC FREQ the cumulative frequency is produced by the TABLES statement.
