1) What is the code for sample size/power calculation?  

2) What would the hypotheses be?  

3) Can we present it in confidence intervals?

Read the documentation for PROC POWER. There is an example about power analysis for a proportion.  The doc for the ONESAMPLEFREQ statement presents options such as which confidence intervals are available.
