I am running the following script in Windows Version 9.4:

proc multtest data=yaron noprint out=outp perm n=1000000;
    class Group;
    contrast 'delHi  -  delLo'  1 -1 -1  1;
    test mean(X);
    ODS select pValues;
proc print data=outp;
    format raw_p perm_p best9.;
    var _contrast_ raw_p perm_p;
    id _var_;
run;

Is there any way I can get a confidence interval or a standard error for perm_p?

It's in the OUT= data set. See the "Details: Output Data Sets" section of the MULTTEST documentation that describes the contents of this data set.
