hello

can I do negative binomial using complex survey design ?

Unfortunately there is nothing in SAS to do this directly.  If you would be willing to fit a Poisson instead, using the SCALE= option then this might be of some help.

then what can you help with the code of passion in survey data, how to do it ins survey data ?

The paper I referenced below shows how to fit a poisson if you choose to go that route.
