In PROC Calis when running a CFA we are receiving the following error, "The function value or derivative in the program code is not computable. Try another initial estimation, restrict your parameter, or change your program code". What does this mean?

Post your code. It sounds like there is a domain error in the function or derivative.  For example, if a formula conatins the expression sqrt(x), then x cannot be negative.
