I apply the 2 way ANOVA and the interaction were non-significant?
Do I need to apply one way ANOVA?

Please show us the output from SAS where you see this.
The output showed the interaction was non-significant. Do I need to go farther and apply one way ANOVA?
Or just if the interaction was significint I need to apply one way ANOVA?

One-way ANOVA is not a replacement for two-way ANOVA. These are two different things.
You could remove the interaction from the model, or you could leave it in there. If you were to ask 10 different statisticians about whether or not you should remove the interaction from the model or leave it in there, you will get 11 different answers. So, it's up to you.
