Support BY group annotation in SG

Allow SG annotation to work with BY groups. Currently, it ignores BY groups. It should allow you to put a BY variable in your DATA= data set and a matching BY variable in your SGANNO= data set, resulting in BY-group specific annotations for each graph. This will not work for all use cases, but you can use the TEXT statement within SG procedures to get some annotations included depending on what exactly you're doing. 

Labeling data points, selectively or inclusively is easy with this statement.
