Portal - Submenu Portlet?

I'm trying to create a submenu in the SAS Portal as we have a 2-level deep hierarchy. I would like to create sub-tabs that still allow the ability to insert portlets,e tc. The SAS Portal only has 1-level menu capability. Any ideas as to how this could be accomplished?

Have a look at Saasinct.com, they can provide you with a tab portlet...
