How to create link to WRS Report from an interactive chart

Hi everyone, I'm trying to work on an interactive chart on the portal which provides link to another portal interface,which could be a stored process or a WRS report.
Now I have successfully adding the link to a stored process, which is realized by writing and URL link to the source database.
The process is:
html=cat('href="',"&_URL",,'?_program=',,,'"').
And this works successfully to link my chart to another stored process.
Now how to change this code to link it to a WRS report?
