Hello
I understand that when a user creates a caslib, all others are denied access to it. Other will have access when specifically granted.
Now if the scope of the caslib is changed to global, will the same access rules apply for others (Denied by default and access by specific grant)?

A session-scoped caslib cannot be accessed from any other CAS session - even if the same user creates the new connection. Global-scoped libraries allow access from multiple session by the user who owns the caslib. Additional users may be granted read-only or read-write access to assets in a global-scoped caslib using the Environment Manager. Not every user will be able to do this - admin access is required to create a global caslib, and to grant other users access to a global-scoped caslib's assets.
