In SAS Viya 4, I want to configure permissions so that a user is allowed to create new reports but cannot edit existing reports. Specifically, the user should be able to open the report designer to create something new, but should only have read access to existing reports — meaning they shouldn't see the pencil (edit) icon on reports.

When I apply a Prohibit rule on /SASVisualAnalytics_capabilities/edit, the user loses both the ability to create new reports and to edit existing ones. But if I grant or remove that rule, the user can do both — create and edit.

What is the correct way to block editing of existing reports (by hiding the pencil icon) while still letting the user create new reports?

As long as the user only has the Read and Read(Convey) permission on the folder they will not be able to save a report in this given folder. Granted they can still go into edit mode, but they can not save the report.

No, once a new report is saved, it can still be edited by the user who created it, as long as they have the appropriate permissions on the folder where the report is saved.

What I'm trying to achieve is a setup where certain folders contain reports that should not be edited by anyone (individual users or groups), even if they have access to the designer. These are typically shared or finalized reports.

However, new reports created by users in their allowed folders should still be editable, means that the users can continue working on their own reports.

The restriction applies only to specific existing reports that need to remain in read-only mode for everyone else.
