Viya 3.4 Scheduling jobs

My understanding from the link

is I can schedule a job that is in the Monitoring tab but there is no job in the Schedule tab. When I click the New button, the only choose I have to is to run a SAS program. Why the Monitoring jobs don't appear in the Schedule tab? How do I schedule it to run? What is the best practice to schedule a job using User Interface? Thank you.
