SAS Viya multitenancy system resource allocation

We are on SAS Viy 3.5 running Redhat Linux(7.8) on prim servers.  Please advise how the system resource (CPU memory) allocated per tenant in a shared infrastructure. I know that resource allocation possible using OS control groups but would like to know if system resource allocation possible at the application level. Appreciate if you share your feedback and experience.
