SAS Programming offering - does it allow to develop flows in SAS Studio?

Does anyone know if we license the SAS Programming offering allow to develop flows within SAS Studio? According to https://www.sas.com/en_us/software/viya/offerings-capabilities.html it does not allow "Advanced flow steps" not sure what that means.

From what I understand, there is a manual programming-only version of SAS Studio which means that the ability to automatically generate and run code from process flows is not available.
