Does anyone know what this error means?: ERROR: Could not create connection to read table from CAS.

I have a program that runs fine in Viya 3.5, but for some reason and in random places in my code (not always the same place), I will get this error message when I run it in Viya 4.0:

ERROR: Could not create connection to read table from CAS.

I haven't been able to find any information online about what it means or how to start fixing it. Does anyone have any thoughts why it might work in one Viya but not the other?
