layout/size of textbox object become disorder or misbalance when printing PDF

I am facing issue with textbox layout when Printing the Report on PDF (A3 size or other size) . text box size become disorder when print the report on PDF . On Report viewer page it look fine.

In below report I have use textbox as heading of for list and cross table (marked by blue rectangle) . For each textbox I have fixed height & Width in order to arrange in proper sequence/order .

Same report when I am trying to print on PDF file ( size of each textbox become disorder.)

I am working on SAS VA 7.1 hotfix 01.

In Report Section properties I have used Precision as layout and uncheck the Fit to screen option  

Could you please suggest me why Textbox not looking in good shape on PDF file and what should i do for fix this issue?
