SAS VA user permission/role

I setup users with the role "Visual Analytics: Report Viewing" to view reports only. However, the users are not able to export the data from the reports (Excel, PDF). 

What role would I need to include to enable the users to export data, and not able to edit the report?

So I am thinking this is a 7.x version of VA based on what you have said. 

I would probably make a custom role that allows Export Data OR Export/Print as PDF. 

Once that is created put your subset of report consumers in that role that need to export. 

That was you can still use the OOTB, and not empower all users to export.

Unless you need all users to export, but I feel that is pretty rare.
