I'm not sure you can change the language of the report this way using SAS Visual Analytics 7.3 (and previous versions).
The language of the report is changed by changing the language used by the browser. (The language can also be specified using the User Locale setting for SAS Home, also known as the modern home page, or the User Local preference for the classic home page.) See the Localize Reports topic.
More details about localizing reports are available in the One Report, Many Languages: Using SAS Visual Analytics to Localize Your Reports technical paper, which is available from the SAS support site.
