How to customize the reference line in SAS VA 8.3

Hi - I'm trying to use the reference line in VA as a static target in the line chart. I was wondering if I am able to change the color and size of the reference line to make it more noticeable. I found a post that shows how to create a custom build graph with dynamic reference line. But I just need to add a static target to the line chart.

I don't see any way to customize the reference line, even when using custom graphs. This would make a good suggestion for the SASWare Ballot if you'd like to enter it.
