How can I create Local or Global filters in SAS VA v.7

They are still on the Filters tab in SAS Visual Analytics Explorer 7.1 however they have been renamed for filter on the Visualization which is the local filter and global is as before... SAS(R) Visual Analytics 7.1: User's Guide

You may also use the report prompt area to create global filters for the report. Add a control object and then a category to filter the whole report.
