Hierarchies not working in Visual Analytics - works fine in designer mode but not viewer mode

Hi -  I created a real simple Hierarchy in a cross tab report.   When I am in design mode the Hierarchy work fine....I am able to click on the arrow and drill down to the next level.  But when I go into the viewer mode, then the hierarchy doesnt work.  When I click on the drill into arrow, it wont drill into the next level.  

Anyone else have this issue? Bug?

Also, it is only happening when I have a % field in the data area.
