Display rules for gauges not working in Report Viewer Modern Theme

We have created a speedometer guage with display rule which looks as below. It is from report designer. This same can be view in classic report viewer theme.

But when we see this in modern report viewer theme it looks completely different as seen below.

Please guide what is the issue here?
