That Procedure comes with the SAS/ETS module as per the User's Guide.

If you use SAS University Edition, it says:

SAS University Edition includes SAS Studio, Base SAS, SAS/STAT, SAS/IML, SAS/ACCESS and several time series forecasting procedures from SAS/ETS.

Several time series forecasting procedures – TIMEDATA, TIMESERIES, ARIMA, ESM, UCM and TIMEID – are included from SAS/ETS.

So unfortunately the short answer to your question is "no".
