Simple question, but I'm unable to find the documentation that confirms it. When you get output from the OPTMODEL solver for a solve time (i.e. 70.95 here) are these units seconds or milliseconds? I'm doing some bench-marking and its important to know.

I think it is seconds . but @RobPratt  have authority to claim it .

Yes, seconds of real time or CPU time, depending on the TIMETYPE= option.  These fields are documented here for the MILP solver:
