Is there a way to create code snippets and make them available to all users?

You can connect to a repository under Preferences>Repositories

Thanks for the suggestion.  Unfortunately, that would require establishing a repository which is not feasible at the moment.  There are some out of the box snippets that everyone can see, so there's got to be a central location where these are stored.
