NOTE: The SAS System stopped processing this step because of errors.

PROC TRAJ is a third-party add-on, not created and not supported by SAS. Go to the website from which you downloaded it and report the issue there.
Since it is only available for Windows, most of us can't even test it, as we work on a UNIX platform.
Correction: it is also available for Linux and Solaris, so it won't work on HP-UX or AIX.
It is not available on SAS On Demand.

Have you ever got TRAJ working or are you always getting this error? What OS have you installed it on?
Maybe not writing to the same output dataset for two of your OUT options might help. Try this:
PROC TRAJ data=Montreal out=b outstat=os outplot=op outcomeresults=or;
var qcp84op qcp88op qcp89op qcp90op qcp91op; indep age1 age2 age3 age4 age5;
model cnorm; max 10; order 0 2 2;
outcome nbp14;
omodel poisson;
