I suggest that you search through the archives of Rick's DO Loop blog for some key words that describe what you're looking for. Plenty of topics -- with code -- on simulation, design of experiments, and more.
Are you trying to analyze data that was from a random block design or come up with a design matrix?
Either way way you'll probably need to provide some more information.
PROC MIXED is the procedure you need.

I have data from an experiment in the field and I want to analyze them in blocks completely at random, but I do not know how to do it from sas studio (sas university). Thanks for the information, I am attentive

You can use the same method in SAS UE as in Base or EG.
