I recommend Howard Schreier's excellent book PROC SQL by Example: Using SQL within SAS® (from which I learned it), especially if you already know some DATA step programming.

The basics of SQL are the same across many languages. 

I would try this tutorial first and then learning a SAS specific version.

There is rarely "one best book"
