trying to return the first record

I'm trying to return the first record but I'm having an error 

PROC SQL;
SELECT region,
(COUNT(number_id))  
FROM COVID_DATA_JOIN
WHERE rownum = 1
GROUP BY region
;QUIT;

This syntax is invalid in SAS unless you have a column names ROWNUM.
