How do I correctly substring icd codes for diabetes

Some values of what you have and what you expect as a result.

 

SUBSTR function is one of the typical ways to extract starting at a given position. With out knowing your specific sets of ICD codes (9 and 10 come to mind) but different organizations are known to store the values with decimals/underscores/or just long strings.
