What is the reason we use substr in a macro?
I understand that some of the functions are built to be used in macro as well.

Macro functions, such as %SUBSTR, work on macro variables, and produce output that is can be manipulated by the macro processor.
Data step functions, such as SUBSTR, work on data set variables, and produce output that can be used in the DATA step.
