Ok. Then use the NWKDOM Function like this. Below gives dates for second saturdays in each month of 2019

data _null_;
    do month=1 to 12;
        dt=nwkdom(2, 7, month, 2019);
        put dt= date9.; 
    end;
run;

What month should be found for a "second Saturday"? The second Saturday of a year (eg) will always be in January. So your question makes no sense.
