[rsubmit] "ERROR: Unable to initialize the DATA STEP Debugger environment."

Hi all,
Sorry for my english!

I have to debug a data step that is located in a rsubmit/endrsubmit block , but when i'm trying to launch this code (example):

data tmp /debug ;

var1 = 10 ;

run ;

I get this error: "ERROR: Unable to initialize the DATA STEP Debugger environment."

Is this because the debugger environment is not installed on the remote host? I can't access the remote host's configuration.

DATA STEP DEBUGGER works locally, only
not over SAS/Connect
not in Enterprise Guide
not in any environment with the -NOterminal option setting

oddly enough it would run in Batch, but only if it can open Terminal windows.

Surely you can download some data to debug, or use display manager on the server?
