Is there a way to use proc ttest and use a column of null hypothesis?

The simple proc ttest looks like this

proc ttest h0=80 sides=u alpha=0.1 data=temp_table;
  var time_series1 time_series2;
run;

 Instead of having h0=80 is there a way to take a column of h0 rows?

Ok. Do you want a separate PROC TTEST run for each H0?

I dont believe you can use a column directly for input. But you could make a macro that would take and input and run a ttest for each value in the input.
